David R. Brosman died Tuesday August 25, 2026 due to complications with his Parkinson's Disease. He was 83 and survived by his loving wife of 60 years Janice L. Brosman, his two daughters Debora L. Brosman and Denise M. Rintelen and son-in-law Paul Rintelen and two granddaughters Madison M. Jensen and Megan R. Jensen. He is also survived by sisters Judith Panko and Lynn Romero and a brother Jeffery Brosman. Another brother Harold Lee Brosman preceded David in death.
David was born in Buffalo, NY on July 6,1943. He moved to Albuquerque, NM when he was 16. David earned a bachelor's degree in Civil Engineering from the Univ. of New Mexico in May 1965 and immediately went to work as a Construction Engineer. He married Janice Weber on September 18,1965 and shortly thereafter joined the Navy Civil Engineering Corp. He served in the Navy as an officer for 4 years leaving as a Lieutenant. David earned a Master's Degree in Environmental Engineering from the Univ. of Texas in 1972, He remained in Austin working as a consulting Engineer designing Water and Wastewater facilities. He moved to Albuquerque in 1978 still performing Consulting Engineering on Water facilities. He joined the City of Albuquerque Wastewater Utility in 1981 as Operations Engineer at a time when the treatment plant was not performing as required. He was instrumental in managing the design and construction of needed improvements as well as making personnel improvements. In 1986 the plant was awarded the best operated plant in the nation by EPA. He left Albuquerque as Assistant Director of Public Works and joined the El Paso Water Utility as Deputy General Manager in 1990. While at the Utility he managed over $500 million dollars in construction projects and managed the entire field Operations staff. The Utility won many national and state awards for outstanding operations under his leadership. In 1996 the Professional Engineers of El Paso honored David as the "Engineer of the Year." He retired in March 2013 and remained in El Paso.
Owning and racing sports/muscle cars was one of his great loves.
Visitation will be held from 9:00 am to 11:00 am on Thursday, September 3, 2026, at Sunset Funeral Homes- West, with a celebration of Life to commence at 11:00 am. The Graveside Service will follow at 1:00 pm at Ft. Bliss National Cemetery.
