James Michael Kelly, aged 76, passed away on March 7, 2026, in El Paso, Texas. Born on October 7, 1949, in Sanger/Fresno, California, Jim was the son of Dr. James John Kelly and Esther Josephine Kelly. He spent his early years on the East Coast, but in his early 20s, he traveled to Alaska, where he discovered a profound love for the state, ultimately making it his home.

Jim's professional journey was marked by significant contributions to the state legislature, and he served as the Director of Communications for the Alaska Permanent Fund. After retiring, he relocated to El Paso, Texas, where he lived for the past 20 years. He continued to make an impact as an Assistive Technology Trainer for the Texas Workforce and the Veterans Administration serving Visually Impaired clients.

Jim leaves behind his loving companion of 8 years, Rachel Lujan. He is also survived by his sister, Maureen Cole of Vermont, Shannon Linde of Vermont and Karen Wilson of Texas, as well as his brother, Timothy Kelly of Oregon. He is remembered fondly by his stepchildren, Sean Hosman and Gina Jensen, along with his cherished grandchildren and great grandchildren.

Jim was preceded in death by his parents, Dr. James John Kelly and Esther Josephine Kelly, his sister Kathleen Kelly, and his beloved son, Garrett Kelly.

A celebration of life will be held on Sunday, May 17, starting at 4:00 PM at the Sunset Parlor, 1307 N. Organ St., El Paso, TX 79902. Friends and family are invited to come together to honor and remember Jim’s remarkable life.
